Step 1
Open up a new image 800×600. Click on your color palette and set your settings as mine and fill in your blank image with this color:

Save this brush from Horizon Road.

Now click Ctrl-A to select the whole layout background.

Click the Photo Masque button. and go to your My Pictures folder and find the brush you just saved. After you find it click it and set your Photo Masque settings like mine:

Step 3
Now your layout background should look like

There should be a random part of the brush lining the bottom of the layout background. Simply use this tool: and go over it.

Step 4
Using the first picture of Taylor click on the selection tool and select the Ellipse option.

Make a selection around Taylor like mine:

Copy and paste it into your layout background like mine

After you paste the picture DO NOT DESELECT! Keep the selection lines around it!

Step 5
Now if the selection lines are still there, just click the ellipse button in the Selection tool options and the selection box should turn into a circle perfectly around your picture.

If this doesn’t work for you, take the selection tool on the ellipse setting and reselect around your image.

Step 6
Now go to Filter >> Stylize >> Drop Shadow and set your settings as mine

Step 7
Now go to Filter >> Stylize >> Drop Shadow again and set your settings as mine

Step 8
Using the second picture of Taylor, make another elliptical selection on it and copy and paste it into your layout background.

Step 9
Repeat steps 4-6 on the second picture you pasted.

Step 10
With the last picture of Taylor, make another selection and paste it in.

Step 11
Repeat steps 4-6 on the third picture you pasted.

Step 12
On the layout select the first picture your selected with the Ellipse tool like mine


Go to Filter >> Stylize >> Progressive Contour and set your settings as mine

Step 13
Repeat Step 11 on the other two pictures of Taylor and your result should be like mine

Step 14
Now select the Spray tool and set your settings as mine:

Step 15
Go to Filter >> Color >> Colored Layer and set your settings as mine. (the color I used is the same as the layout background)

Step 16
Click twice, twice, once, and then once. And yes order does matter.

Step 17
Go to Adjust >> Gamma Correct and set your settings as mine

Click and once.

Step 19
Now just add effect, text, brushes or whatever your want! I added areas for the navigation and content.
