Step 1
Open up a new file on Paint Shop Pro size 900×600 and have it transparent. Fill it with #8FDAF7.

Step 2
Take this picture and press Ctrl-L to paste it as a new layer. Move it over to the left like mine:

Step 3
Using the Freehand Selection Tool, set your settings as mine:

Now make a selection like mine and click delete on your key board once. And then click Ctrl-D to deselect.

Step 4
Now take this picture and paste it as a new layer and set the layer to Soft Light. Then move it over to the right of the other picture of Ashlee.

Step 5
Using your eraser tool erase all the parts circled in red in my example.

Step 6
Take this picture and paste it as a new layer and move it to the lower part of the first picture of Ashlee you pasted. And set the layer to Lighten.

Erase all the background overlapping the other pictures of Ashlee.

Step 7
Take this picture and paste it as a new layer. Go to Image >> Mirror. It should flip the picture; now move it to the far left and set the layer to Burn.

Erase all the parts circled in red.

Step 8
Now take this picture that I resized for you and paste it as a new layer. Set the layer to Hard Light and move it next to the same picture. Erase the parts circled in red.

Step 9
Take this picture and move it to the top right of the first pasted picture. Set the layer to Lighten and erase all the overlapping parts except for the face.

Step 10
Now go to Layers >> Merge All.

Step 11
Take this texture from Outspoken Kate and paste it as a new layer. Set it to Screen and erase the parts over the faces and where ever else to make it look better.

Step 12
Go to Layers >> New Adjustment Layer >> Hue/Saturation/Lightness and set your settings as mine:

Then set that layer to Saturation at 100%.

Step 13
Make a new layer set to Soft Light at 100% and fill it with #029DD6s.

Step 14
Make a new layer set to Burn at 100% and fill it with #DAF6F6.

Step 15
Make a new layer set to Soft Light at 100% and fill it with #FB4B9A.

Step 16
Go to Layers >> New Adjustment Layer >> Color Balance and set your settings as mine:

Step 17
Take this stock from Swimchick and paste it as a new layer and set it to Multiply at 100%. Erase the parts on top of the faces and the bottom and right side.

Your layer palette should look like this so far:

Step 18
Now your layout is done! Just add brushes, text, effects or whatever you want!
