Before and After
Step 1
Open your picture in Photofiltre and copy the picture.

Step 2
Go to Adjust >> Dithering.

Step 3
Click Ctrl-V and the original picture should be pasted on top.

Step 4
Go to Edit >> Fade Paste and set the opacity to 80%.

Step 5
Go to Adjust >> Posterize and set the Level to 60%.
