Before and After

Step 1
Open up your picture in Photofiltre.

Step 2
Go to Filter >> Stylize >> Scanlines and pick whether you want black or white scan lines.

Step 3
Now if you want, go to Edit >> Fade Scanlines and change the opacity to whatever you want if you want your scan lines faded.
