Step 1
Save this picture of Taylor Swift.

Step 2
Open it up and go to Edit >> Define Pattern.

Step 3
Go to Filter >> Deform >> Twirl.


Step 4
Go to Filter >> Soften >> Blur More.

Step 5
Using the Clone Stamp tool, click where the picture of Taylor was before you twirled the picture.


Step 6
Go to Filter >> Frame >> Simple Frame.


Step 7
Add effects and you're done!
