Before and After

Step 1
Open up your picture in Photoshop.

Step 2
Go to Layer >> New >> Layer to make a new layer.

Step 3
Make sure your color palette is black and white.

Go to Filter >> Render >> Clouds.

Step 4
Set the top layer with the clouds to Vivid Light.

Step 5
If you need to, use the eraser tool and erase parts of the cloud layer.
