Before and After

Step 1
First duplicate your picture.

Step 2
Now go to Adjust >> Add/Remove Noise >> Texture Preserving Smooth and set the Amount of Correction to 100.

Step 3
Repeat this step so that you will have done it two times.

Step 4
After that, set the blend mode by going to Layers >> Properties… and setting the blend mode to Darken.
